How OVERIQO identifies opportunities

OVERIQO transforms fragmented public activity data into structured commercial intelligence designed to help businesses identify where opportunities may be emerging.

Rather than presenting raw records in isolation, OVERIQO analyses available evidence in context and identifies activity that may be commercially relevant to particular types of businesses.

Our data

OVERIQO begins with information available from public and other permitted sources.

For the construction sector, this includes information associated with planning, consenting, development and related activity published by local authorities and other public bodies.

Available records can contain signals such as project activity, location, applicant or associated entity, type of activity, relevant dates and multiple events associated with a project or organisation.

OVERIQO structures and analyses this information so that otherwise fragmented activity can be interpreted more consistently.

Additional relevant signals may be incorporated as the platform develops where they improve the quality, timeliness or usefulness of the intelligence.

From activity to opportunity

A public record does not necessarily represent a commercial opportunity.

OVERIQO evaluates available signals in context and may associate related activity where evidence indicates that records concern the same project, location or entity.

The resulting intelligence considers both the characteristics of the underlying activity and its potential relevance to a particular commercial audience.

This distinction is important.

The same construction project, for example, may represent a different level or type of opportunity for a building-materials supplier, civil contractor or professional-services business.

OVERIQO therefore aims to identify relevant opportunity, rather than simply presenting lists of recent activity.

Opportunity score

The OVERIQO Opportunity Score provides a simple way of comparing opportunities.

Scores are generated using OVERIQO's proprietary ranking methodology.

The methodology evaluates multiple characteristics of the underlying activity, associated entities, commercial relevance, supporting evidence and timing. Available signals are interpreted together rather than relying on any single data point.

A higher score indicates that the available evidence currently suggests greater potential commercial relevance for the applicable audience.

OVERIQO publishes enough information to explain what its rankings represent and the general types of evidence considered.

The underlying scoring formula, weightings, thresholds, signal-processing rules, entity-resolution methods and ranking logic are proprietary and are not publicly disclosed.

Relevance depends on what you do

Opportunity does not mean the same thing to every business.

A project that may be highly relevant to one supplier or service provider may have considerably less commercial relevance to another.

OVERIQO therefore evaluates opportunities in the context of different commercial personas and requirements.

This enables the platform to consider what a business sells or provides, rather than simply ranking activity according to size or recency.

Labels such as High Match, Strong Match and Match provide a simpler representation of relative opportunity relevance.

Why it matters, why now and recommended action

A numerical score alone does not provide sufficient context for a commercial decision.

Where sufficient evidence is available, OVERIQO therefore provides additional intelligence intended to explain why an opportunity deserves consideration.

Why it matters provides context around the commercial relevance of the opportunity.

Why now highlights recent activity or timing information that may make the opportunity worth investigating.

Recommended action provides a practical indication of what a user might consider doing next based on the available evidence.

These outputs are designed to support prioritisation and further investigation. They are not a substitute for a user's own commercial judgement.

Observed information and OVERIQO intelligence

There is an important distinction between underlying information and intelligence generated by OVERIQO.

Information such as a published consent, activity date, address or applicant may originate from an external public source.

An Opportunity Score, ranking, relevance assessment, commercial interpretation or recommended action is OVERIQO-derived intelligence generated through analysis of available information.

These interpretations are not statements made or endorsed by the organisation, individual, council or other source associated with the underlying record.

Information changes

Commercial activity evolves.

New signals may appear, projects may progress and previously important information may become less relevant over time.

OVERIQO therefore continually reassesses available evidence as new information becomes available.

An opportunity's score, ranking, interpretation or recommended action may consequently change.

This is intentional. OVERIQO is designed to provide an evolving view of commercial activity rather than a permanent assessment of an organisation or project.

What an OVERIQO score does not mean

An OVERIQO score is not a credit rating, financial assessment, prediction that a transaction will occur, recommendation to transact, or assessment of the quality or reputation of an organisation or individual.

A higher-ranking opportunity means that the evidence available to OVERIQO currently indicates greater potential commercial relevance under the applicable methodology.

Users should undertake their own research and commercial due diligence before making business decisions.

Accuracy and corrections

OVERIQO uses structured processes to collect, normalise, validate and analyse information.

However, public information can contain errors, omissions, inconsistencies and publication delays. Derived intelligence may also change when new information becomes available.

If you believe information associated with an OVERIQO opportunity is inaccurate or requires clarification, you can request that it be reviewed.

Where appropriate, corrections to underlying information or its interpretation will be reflected in subsequent updates.

An evolving intelligence system

OVERIQO's methodology will continue to develop as the breadth and history of available information increase.

Additional signals, evidence and analytical approaches may be incorporated where they improve the relevance, timeliness or usefulness of the intelligence.

Changes to the methodology may therefore result in rankings changing over time.

Coverage and checking sources

Start with the reported scope, location and consent reference. Decide whether the work could be relevant to your business, then verify its current stage, organisations and purchasing route before outreach.

What is covered

Snapshot: 2 October 2026. 5,099 project records in the national directory, plus 175 existing native opportunity pages. These are retained published subsets, not all New Zealand consents, a complete market census or a live construction pipeline. Separate consent events and amendments can concern the same physical project; record counts are not counts of unique developments.

Dates and updates

A source date records the council event described by that source. Submitted, issued and source-completed dates have different meanings; none alone establishes construction commencement or completion. An OVERIQO publication or update date is separate. Coverage dates describe retained records, not when a council was last checked. No automatic refresh frequency or completeness guarantee is claimed.

Facts, interpretation and missing evidence

Reported descriptions and references are source facts. Readable titles and reviewed activity categories are OVERIQO interpretations where labelled. Categories vary between councils and should not be treated as a uniform trade taxonomy. Supplier, civil and professional-service suggestions are research questions, not confirmed demand, roles or purchasing intent. Missing contacts, contractors, values and procurement status remain unknown.

Checking a record

Use the reference, council/source name and event date shown in the source panel. A council homepage or dataset service is not a record-specific evidence link. Individual-record availability and later amendments must be checked with the council. Retained spreadsheets, private details and third-party attachments are not supplied through this page.

Reuse and privacy

OVERIQO presents independently prepared factual summaries from retained council sources. This does not imply council endorsement or grant permission to reproduce photographs, plans, reports or other creative attachments. Private-person contact details are excluded; an applicant or agent must not be presented as an owner without independent evidence.

Corrections and useful next steps

Quote the project URL and consent reference when reporting a correction. Explain the source and what changed; do not send unnecessary personal details. Verify later scope changes and a legitimate contact route before making a commercial approach.
